This case study applies a narrative analysis to President Obama's attempt to pass the Trans-Pacific Partnership trade agreement during his final year in office. President Obama encountered unusual challenges due to the surprising successes of Presidential candidates Bernie Sanders and Donald Trump, who were both adamantly anti-trade and staunchly against U.S. ratification of the Trans-Pacific Partnership. In this case study, I provide an explanation of how and why to examine U.S. trade politics from a narrative approach. I demonstrate how to select texts and analyze them for narrative themes and storylines. I demonstrate why a narrative approach to foreign policy offers an alternative and more robust explanation for foreign policy outcomes.

This special issue on elections, rhetoric, and American Foreign policy brings to light how and why 'talk' matters particularly in foreign policy. While not all of the articles examine President Trump directly, the special issue situates itself in what can be seen as a new era, brought on by Trump, that is, rewriting the rules of rhetoric and elections, and challenging our assumptions about how they impact American foreign policy. By way of conclusion, I summarize what I see as the key contributions of the special issue and offer a critical claim that the authors do not go far enough in just how dramatically President Trump's rhetoric is reshaping American domestic and international politics.

Abstract:Practice Theory and International Relations will challenge all you've come to know about the practice turn in international relations. It will ask you to question how you define practices and call for more precision. It will challenge your starting point of ground-up actions in everyday life and look at practices from above. It will push you to rethink your empirical methodology and call out sociological approaches as misconceived. And yes, it will ask you to reread Hegel and bring philosophy back in to your practice theorising. In short, it will make a lonely, and for many, unwanted call for a U-turn in the field. In this review, I'll take up this call for a U-turn back to philosophical foundations, and ask what is gained and what is lost in rethinking practice theory from a philosophical perspective.

In 2016, a wave of American populism triggered emotional reactions to issues like trade and immigration, and dramatically impacted the Obama administration's plans to ratify the Trans-Pacific Partnership (TPP) during President Obama's final year in office. This article asks how do emotions infuse populism with political power, and why was populism effective in sparking American economic nationalism and retreat from free trade during the 2016 presidential campaign? Drawing on a psychoanalytic, narrative framework, the article argues that populist narratives deployed by US presidential candidates Donald Trump and Bernie Sanders characterized the American economy as a story of the people versus corrupt elites offering greater audience resonance that ultimately derailed President Obama's plan to pass the TPP and ushered in an era of economic nationalism under President Trump. The article contributes to the literature on emotions and foreign policy and explores the under-studied emotional features of populism as a discursive narrative.

In this article, I argue that seemingly 'un-noteworthy' interactions between states can demonstrate the significance of language for social relationships and foreign policy partnerships. Using language game analysis, I apply Peter Howard's four-stage model to the case of the US–Turkish Economic Partnership Commission's proposal for qualified industrial zones shortly after 9/11 and examine how the expectations for enhancing partnership are shaped and at times dashed through the language used among a network of actors. A language game analysis provides an explanation for how actors' expectations rise and fall and provides an understanding of the maintenance, enhancement, and dismantling of state relationships in a social and practice-centered context. I utilize author interview data as well as texts from newspapers, speeches, and organizations to show how partnership between allies is vulnerable to social expectations signaled in and through the common language they both hold.

Recent and past events indicate that the meanings, effects, and outcomes of globalization are highly contested. Despite this, an underlying assumption of inevitability characterizes dominant globalization discourses. How is it possible that inevitability claims persist despite multiple contestations? In this article, the author makes two arguments. The first corrects a pervasive problem in the literature that separates contingency and inevitability as two competing logics of globalization; the second proposes a new analytic approach, based on a postcolonial critique, that more appropriately challenges teleological arguments while explaining their persistence. This approach is illustrated through an examination of an encounter that took place during an antiglobalization rally in Washington, D.C., in April 2000 and in a rethinking of our current economic crisis and the "new thrift" that has changed US consumer behavior.
